The Role

Our client, a leading NSW Government Department are looking for a Senior Manager, Strategic Investment to join their team  you will provide leadership, management and oversight of the portfolio of transport infrastructure and services programs and projects across ROM. This is done by interfacing efficiently and effectively with those involved in asset and services strategy, planning, development and delivery. The role is accountable for the implementation and prioritisation of ROM's 10 year portfolio of TOTEX investment in growth and improvement, services and operations and asset maintenance.

Key Accountabilities
  • Establish and maintain an effective and collaborative interface across asset and services strategy, planning, development and delivery for ROM's portfolio
  • Develop, implement and manage a portfolio prioritisation methodology to provide efficient and effective
    risk-based prioritisation across the 10 year portfolio for capital investment in growth and improvement,
    services and asset maintenance
  • Deliver continuous appraisal of the capital program, including review of funded and unfunded projects
    through the prioritisation framework and compare and contrast alternate scenarios to ensure capital
    projects represent value for money.
  • Oversee and monitor the development and prioritisation of ROM's Total Investment Plan (TIP), Total
    Opex Plan (TOP) as they relate to the implementation of ROM's 10 year Asset and Services Plan (ASP)
    - including adjustments for approved / allowable funding.
  • Collaborate with Program Controls branch through oversight of delivery performance to identify any
    systemic issues and to generate insights on trends, risks and opportunities.
  • Guide the provision of independent, expert advice and information to support the Director as well as
    partner with the senior managers to develop and deliver the Strategic Asset and Services Plan and the
    annual 10 year Asset and Services plan.
  • Build and maintain strong, collaborative and cooperative working relationships with relevant stakeholders
    to ensure that the required outcomes are articulated, understood and achieved and make a significant
    contribution to the wider business.
  • Oversee and report on ROM's portfolio performance by identifying and reporting systemic issues,
    including insights on trends, risks and opportunities relating to projects, programs or delivery partners.
Key Challenges
  • Providing effective oversight and coordination across a broad and complex portfolio to ensure delivery
    aligns to ROM and Organisations priorities, targets and outcomes.
  • Establishing and maintaining collaborative and effective working relationships with internal and external
    agencies to support transport network outcomes.
  • Managing complex strategic project/program elements that require sustained leadership and negotiating
    solutions across organisational boundaries.
